This kit comes with the following:

Blue regular switch boot
Blue tactical switch boot
Black regular switch boot
Black tactical switch boot
Spare o-rings for threads
4Sevens tailcap tool

Use the tailcap tool to open the tailcap, remove the parts, and swap out the boots!
